Supply requires submission of proof of return

The Finance Bill 2022 has incorporated a provision under which proof of tax return filing will be required to obtain various services and serve other purposes.
“Notwithstanding anything contained in this order, a person will be required to provide proof of return submission in certain cases,” said the Finance Bill 2022, which was tabled in parliament on Thursday.
Cases include applying for a loan, exceeding Tk 0.5 million from any bank or financial institution, becoming a director or sponsoring shareholder of a company, obtaining a registration certificate of importing or exporting, obtaining or renewing any trade, any license in any municipal corporation or paurashava estates and obtaining cooperative society registration, obtaining or renewing any license or enlistment as a general insurance inspector, obtaining registration, by a resident, of the transfer deed, baynanama or power of attorney or the sale of land, building or apartment located in a municipal corporation or a paurashava of a district capital or cantonment council, where the value of the deed
The production of such proof will also be required, among other things, for obtaining or maintaining a credit card, obtaining or maintaining membership in the professional order as a doctor, dentist, lawyer, chartered accountant, management accountant, engineer, architect or surveyor. or any other similar profession, obtaining and maintaining a license as a Nikah Registrar under Muslim Marriages and Divorces, obtaining or maintaining membership in any commercial or professional body, obtaining or renewing a drug license, fire permit, environmental clearance certificate, BSTI licenses and permits, obtaining or maintaining a commercial and industrial gas connection in any area and obtaining or maintaining a residential gas connection in the municipal area.
It will also be required for obtaining or pursuing a certificate of inspection of any water vessel including launch, steamer, fishing trawler, cargo, coaster and mute barge etc. ., sailing for hire; obtaining permission or re-licensing for brick making from the office of the deputy commissioner of a district or environmental branch, obtaining admission of a child or person dependent in an English middle school providing education under the International Curriculum or the English version of the National Curriculum, located in a municipality, district capital or paurashava, obtaining or maintaining a connection to electricity in a municipality or cantonment board, obtaining or maintaining the agency or concession of a company, obtaining or maintaining a license for armaments, opening a letter of credit for import purposes, opening postal savings accounts of Taka exceeding 0.5 million, opening and maintaining bank accounts of any kind with a credit balance exceeding 1.0 million Taka, purchase of savings instruments (Sanchayapatra) of Taka greater than 0 .5 million, participation in any election in upazilla, paurashava, zilla parishad, municipal corporation or Jatiya Sangsad.
In addition, he will be required to participate in a shared economic activity by providing a motor vehicle, space, accommodation or other property, by receiving any payment which constitutes income of the beneficiary which may be classified under the heading “Wages “by any person employed in management or administration or in any supervisory position in the production function, receiving any payment which is income of the recipient classifiable under the heading “wages” by any government employee or authority, corporation, an agency or units of government formed by any applicable law, ordinance or instrument, if the employee at any time during the income year receives a basic salary of sixteen thousand taka or more, receives commission, fees or any other amount in connection with the transfer of money through mobile banking or other electronic means or in connection with the recharging of the mobile phone account e, receive any payment by a resident of a business in respect of any consultancy or consultancy service, cate bell service, event management service, supply of labor or provision of security service, receive any government amount under Monthly Payment Order (MPO) if the amount of payment exceeds sixteen thousand taka per month, registration or renewal of agency certificate of an insurance company, registration, change of ownership or renewal of the suitability of a motor vehicle of any type except two and three wheelers, providing overseas grants to a non-governmental organization registered with the Office of NGO Affairs or a microcredit organization holding a a license from Micro Credit Regulatory Authority, sale of any goods or services through any digital platform to consumers in Bangladesh.
Other required cases include submitting an application for membership of a club registered under the Companies Act 1994 and the Companies Registration Act 1860 (Act XXI of 1860), submitting bidding documents by a resident for the purpose of supplying goods, performing a contract or rendering a service, submitting an entry declaration for import or export of Bangladesh, the submission of a construction plan for a building with the aim of obtaining approval from Rajdhani Unnayan Kartripakkha (Rajuk), Chittagong Development Authority (CDA), Khulna Development Authority (KDA) and Rajshahi Development Authority ( RDA) or any other concerned authority in any municipal corporation or paurashava.
